The
Annie E. Casey Foundation
provided pilot funds for the award in 2000 and is providing
support for replication of the Carter Award in Massachusetts.
The Foundation was established in 1948 by Jim Casey, one of
the founders of United Parcel Service, and his siblings, George,
Harry, and Marguerite, who named the philanthropy in honor
of their mother. The Foundation works to help build better
futures for millions of disadvantaged children who are at
risk of poor educational, economic, social, and health outcomes.

The Carter Partnership Award was originally developed in Georgia. It is housed at the Board of
Regents for the University System of Georgia. Dr. Sue Sehgal is the founder and director of this
